The North Shore Transportation Management Association is a new non‑profit organization, working to address transportation issues in Beverly, Danvers, Lynn, Peabody and Salem.  

The mission of the North Shore TMA, which began in the summer of 2008, is to bring together businesses, institutions, developers, organizations and municipalities to address shared traffic-related issues. We aim to reduce traffic congestion and vehicle emissions while improving access to and within the North Shore.

The NSTMA is the 11th TMA in Massachusetts. We are part of a larger organization called MassCommute, which represents 300 companies and nearly 300,000 Massachusetts employees.

Last year, there was a reduction of more than 55 million vehicle miles traveled by TMA member employees in Massachusetts. This is a reduction of more than 2.5 million pounds of CO2 emissions.

The NSTMA is funded by a grant from the Boston Metropolitan Planning Council and by its members, which includes Osram Sylvania and the City of Salem.

Executive Director

Andrea Leary of Northeast Transit Planning and Management Corp., based in Marblehead, Massachusetts, is an experienced TMA developer with over 25 years of experience managing transportation programs and more than a decade consulting on commuter projects and transit policy in Massachusetts.

In addition to her role as executive director for the North Shore TMA, she is also the executive director of the Merrimack Valley TMA, which has the second largest TMA membership in the Commonwealth, and serves as managing director of MassCommute, the Massachusetts TMA Council.

Ms. Leary has consulted on numerous mass transit projects in the state of Massachusetts, including drafting the original legislative report to the Massachusetts legislature to outline the need for transportation funding to accompany the state’s implementation of the landmark federal Welfare to Work initiative; managed the Lowell Regional Transit Authority’s Access to Jobs program; and provided in-depth analysis and developed transportation program recommendations for the North Shore Medical Center for both elderly and low-income residents who were transit dependent. 

She uses her vast network, both at the Massachusetts State House and in Washington, to influence transit and commuter policy and is currently serving on a national committee to develop recommendations for guiding principles for the next Federal Transportation Funding Authorization. Recent, Ms. Leary was selected by the Association for Commuter Transportation (ACT) to participate in a national, year-long Leadership Academy designed to enhance and refine the skills necessary for effective advocacy, policy development, and organizational governance. 

Andrea Leary leads the North Shore TMA board of directors, has worked to formalize the TMA's new non-profit status, and is responsible for recommending and implementing TMA policy, program direction, and budget. Additional core responsibilities for the TMA include spearheading member recruitment efforts; leading the advocacy mission of the TMA; and partnering with area municipalities to support economic development for their communities and businesses by identifying Transportation Demand Management (TDM) priorities, such as services, funding needs, and infrastructure improvements – including enhanced roadway and expanded transit opportunities.
